Lt. Gen. Miller entered active duty in 1985 as a Uniformed Services University of the Health Sciences medical student. He completed his pediatric residency at Wright-Patterson Air Force Base, Ohio, and his fellowship in developmental-behavioral pediatrics at Madigan Army Medical Center, Fort Lewis, Washington. He is board certified in both general pediatrics and developmental-behavioral pediatrics and is qualified in aerospace medicine. Lt. Gen. Miller has served as the chief of the medical staff at the military treatment facility and major command level, a squadron commander, group commander, a MAJCOM command surgeon, and as a combatant commander command surgeon.

## MAJOR GENERAL DR. JOHN J. DEGOES

Maj. Gen. John J. DeGoes is the Deputy Surgeon General, Office of the Surgeon General, Headquarters U.S. Air Force, Arlington, Virginia. He directs operations of the Air Force Medical Service composed of a $6.1 billion, 44,000 person integrated health care delivery system serving 2.6 million beneficiaries at 76 military treatment facilities worldwide. He oversees the daily functions of the Air Force Surgeon General's office with offices in Washington, D.C.; Fort Detrick, Maryland; Falls Church, Virginia; and San Antonio, Texas. Included in these functions are clinical operations and quality, aeromedical evacuation, global force management, readiness, strategic medical plans, programs and budget, medical force management, and medical information systems management. Maj. Gen. DeGoes coordinates AFMS operations through major commands, joint service agencies, the Assistant Secretary of Defense (Health Affairs), the Defense Health Agency and the Department of Veterans Affairs.  
  
Maj. Gen. DeGoes graduated magna cum laude, Phi Beta Kappa from Boston College in 1985. He received a direct commission in 1985 to attend medical school at the Uniformed Services University of the Health Sciences in Bethesda, Maryland, where he graduated Alpha Omega Alpha in 1989. He is a Chief Physician and Flight Surgeon. He is board certified in internal medicine, a Fellow of the American College of Physicians and a Certified Physician Executive.  
  
Prior to assuming his current position, Maj. Gen. DeGoes was the Commander of the 59th Medical Wing. He has commanded the 99th Medical Group at Nellis Air Force Base, Nevada; 1st Medical Group at Langley AFB, Virginia; and the 31st Medical Operations Squadron at Aviano Air Base, Italy. He has also served as Chief Executive Officer of the Mike O’Callaghan Federal Medical Center, a joint venture between the Air Force and Department of Veterans Affairs Southern Nevada Healthcare System, where he was responsible for the operation of a 104-bed hospital with a combined eligible user population of more than 320,000. Additionally, Maj. Gen. DeGoes served as Command Surgeon for both U.S. Air Force Central Command and North American Aerospace Defense Command-U.S. Northern Command.

## CHIEF MASTER SERGEANT DAWN M. KOLCZYNSKI

Chief Master Sergeant Dawn M. Kolczynski is the Chief, Medical Enlisted Force and Enlisted Corps Chief, Office of the Surgeon General, Headquarters U.S. Air Force, Washington, D.C. and also serves as the first Chief, Medical Enlisted Force of the United States Space Force. Chief Kolczynski is the personal advisor to the Air and Space Force Surgeon General on all issues regarding the welfare, readiness, morale and proper utilization and progression for the 34,000 Total Force medical enlisted community. As such, she defines, shapes and executes health care policy in support of 45,000 personnel at 75 military treatment facilities with a $6.3 billion budget. She ensures a cost effective, patient-centered and prevention-based health care continuum for 2.6 million beneficiaries worldwide, and fosters strategic partnerships with senior enlisted leaders at DoD/ASD (Health Affairs), Veterans Affairs, federal agencies, academia and allied medical services.  
   
Her professional background includes various duties in Bioenvironmental Engineering, Section Chief, Plans and Programs and a four-year assignment with NATO as the Superintendent, Safety and Health Branch where she developed and executed Safety and Health plans for HQ AIRCOM, Joint Force Air Component and NATO Response Force ensuring stringent compliance with host nation safety and health directives. ## STEPHEN M. MOUNTS

Stephen (“Steve”) M. Mounts is a member of the Senior Executive Service, and serves as the Associate Deputy Surgeon General, Headquarters U.S. Air Force, Falls Church, Virginia. He is the first SES leader and the most senior civilian serving in support of the Air Force Medical Service. In this role, he reports directly to the Air Force and Space Force Surgeon General in support of the Secretary of the Air Force, the Air Force Chief of Staff, the Space Force Chief of Space Operations and the Assistant Secretary of Defense for Health Affairs on matters pertaining to all medical aspects of the air expeditionary force and the health of Airmen and Guardians. Mr. Mounts provides guidance and expertise to influence a $6.1 billion, 44,000-person integrated health care delivery and readiness system serving 2.6 million beneficiaries at 76 military treatment facilities worldwide.

Mr. Mounts is directly responsible for Air Force Medical Service strategy and future concepts, operational medical policy development, and guides planning, programming, budgeting, and execution of medical personnel and programs in support of Air Force and Space Force missions.

Mr. Mounts served more than 30 years on active duty as a Medical Services Corps officer. Prior to his retirement in the grade of Colonel, he served as the Deputy to Assistant Director, Healthcare Administration for the Defense Health Agency. In this joint role, he served as the principal advisor to the Assistant Director, Healthcare Administration on all health care delivery matters in support of the Office of the Assistant Secretary of Defense for Health Affairs, the Military Health System transformation, the TRICARE Health Plans, the Coronavirus Disease 2019 pandemic operations, and the Army, Navy, and Air and Space Force Medical Services.

Mr. Mounts is a Fellow in the American College of Healthcare Executives and while on active duty successfully commanded twice at the squadron Lieutenant Colonel (O-5) level, once at the group Colonel (O-6) level and served in multiple Colonel (O-6) Major Command and Headquarters’ staff positions.
