## 高级创伤生命支持课程

## 战斗伤员护理课程

**形式：居民**

C4 是一项继续医学教育计划，旨在提高三军医务人员的作战医疗准备和部署前创伤培训技能。培训包括为期 3 天的课程，旨在通过提供现场领导力培训来提高医生、医生助理、护士、牙医和其他医学专业人士的医疗准备程度，使医务人员具备进行第一类和第二类医疗保健操作的关键知识在严峻的战斗环境中。学生在 TCCC 的各个阶段取得进展：

## 联合医疗规划工具课程

**格式：常驻、可导出**

联合医疗规划工具 (JMPT) 课程是一门为期五天的课堂课程，提供有关 JMPT 以及医疗规划师工具包 (MPTk) 的实践培训。通过一系列利用爬行、步行、跑步方法的练习，学生将利用 JMPT 和 MPTk 开发一个模型，展示患者从受伤点到最终护理的流程，实施作战任务的规划和后勤策略。

医学教育培训校园

Our History

The Joint Medical Readiness Training Center (JMRTC) preceded DMRTI and was responsible for training thousands of medical department officers. However, reengineering JMRTC's medical readiness training efforts with an expanded scope and mission led to the establishment of DMRTI. In July 1997, JMRTC was integrated into DMRTI, forming one organization. DMRTI executes its mission under the direction and guidance of the Deputy Assistant Secretary of Defense for Health Affairs Force Health Protection and Readiness (DASD/HA FH&R) and the Force Health Protection Council (FHPC).

## Advanced Burn Life Support Course

**Format: Resident, Exportable**

The primary purpose of this course is to provide health care professionals with the ability to access and stabilize patients with serious burns during the first critical hours following injury. Additionally, they will be able to identify those patients requiring transfer to a burn center.

DMRTI, located at Joint Base San Antonio, Fort Sam Houston, Texas, provides a one-day ABLS Course in remote locations for active duty and reserve personnel. The intent of the ABLS Course is to enable the participant to define the magnitude and severity of injury, identify and establish priorities of treatment, apply correct methods of physiological monitoring, and to determine the appropriate guidelines for transfer.

During the didactic portion of the course, the basic concepts of assessing the magnitude and severity of the injury and establishing a management treatment plan with correct physiological monitoring are presented. Students participate in case study discussions and then work with simulated burn patients to reinforce these principles as well as patient transfer guidelines.

This course is intended for Medical Corps, Nurse Corps, Nurse Practitioner, Physician Assistant, or Registered Nurse in one of the three respective services (Army, Navy, and Air Force).

## Advanced Trauma Life Support Course

**Format: Military Only, Resident, Exportable**

ATLS® is a two-and-a-half-day, tri-service, continuing education, medical course sponsored by the American College of Surgeons.© ATLS prepares physicians to identify and respond to life-threatening traumatic injuries. We also feature an ATLS-Operational Emphasis course that runs simultaneously with regular ATLS courses. The ATLS-OE course provides students with knowledge of the health care environment under military operations.

The content and skills presented in this course are designed to assist doctors in providing emergency care for the trauma patient. The ATLS course provides the essential information and skills medical professionals can apply to identify and treat life-threatening, or potentially life-threatening, injuries under the extreme pressures associated with caring for patients in a fast-paced environment and the anxiety of the resuscitation room.

## Combat Casualty Care Course

**Format: Resident**

C4 is a continuing medical education program designed to enhance the operational medical readiness and pre-deployment trauma training skills of tri-service, medical officers. Training includes a 3-day course designed to enhance medical readiness of physicians, physicians assistants, nurses, dentists, and other medical specialties by providing training in field leadership that prepares medical officers with the knowledge critical in conducting Role I and Role II health care operations in an austere, combat environment. Students progress through the phases of TCCC from:

* Care Under Fire
* Tactical Field and Tactical Evacuation Care
* Roles of care
* Point-of-injury to Role II scenarios

Lanes simulate mission-oriented medical scenarios of Village Stability Operations, Mass Casualty events, Military Operations on Urban Terrain, and a simulated Role II facility utilizing simulator technology. Students encounter combat scenarios in varying roles of leadership and team organization and participate in the planning, rehearsals, and execution of the medical mission. After successful completion of C4, students receive the National Association of Emergency Medical Technicians TCCC Certification. The NAEMT TCCC course is the only TCCC course endorsed by the American College of Surgeons.

The student must be a medical department officer and have one-year service obligation and/or retainability after completion of this course. The target audience is new accession officers. International military students, that meet the requirements for their military services, may attend on a space availability basis. Students must meet medical worldwide qualification and cannot be on a temporary or permanent medical profile. Students must have a concurrent reservation in 6A-C4, Advanced Trauma Life Support; 6A-C4, Trauma Nursing Core Course; or 6A-PHTLS, Prehospital Trauma Life Support. Reservations in the concurrent courses are based on student's medical specialty: Physicians (MC) attend ATLS, Nurses attend TNCC, and Dentists and Physician Assistants may attend ATLS if seating is available, otherwise all other medical specialties attend PHTLS. Nurses are allowed to attend PHTLS, if they have a current certification in TNCC.

At the conclusion of the professional programs, the course moves to the field as students rotate through various training stations in an operational environment. Areas of instruction and practical evaluation are varied and complex.

## Emergency War Surgery Course

**Format: Resident with Distant Learning Requirements**

The EWSC establishes combat training competencies and coordinates training to develop and sustain DOD trauma surgeons located in operational environments, military treatment facilities, or at Level I trauma treatment facilities. This course is intended for DOD trauma surgeons, orthopedic surgeons, and surgical sub-specialties; however, physician assistants, trauma nurses, medical technicians, and surgical technicians are able to attend and audit the course to gain exposure facilitating assistance to the surgical physicians. The course consists of didactic distant learning lectures and an in-person laboratory practicum. The course facilitators (general surgeons, orthopedic surgeons, and other surgical specialties) will guide and assist students to gain a better understanding of surgical treatment techniques unique to the care of the trauma injured patient in an austere environment. This course will help surgeons understand the pathophysiology of war wounds to best care for the injured casualty. This course content is standardized among the three services by mutual agreement and sharing of curriculum. Completion of distance learning activity is required prior to course attendance.

**Advanced Surgical Skills for Exposure in Trauma**

The ASSET+ course establishes combat training competencies and coordinates training to develop and sustain DOD trauma surgeons located in operational environments, military treatment facilities, or at Level I trauma treatment facilities. This course is intended for DOD trauma surgeons, orthopedic surgeons, surgical sub-specialties, physician assistants, trauma nurses, medical technicians, and surgical technicians. Students will receive a manual prior to taking the course which provides an overview of key surgical exposures in five key anatomic areas: neck, chest, abdomen and pelvis, and upper and lower extremities. The two-day cadaver and simulator-based course follows this modular, body region approach. Each section begins with a short, case-based overview; followed by a hands-on exposure performed by students under the guidance of faculty. The student-to-faculty ratio is low, allowing extensive faculty guidance and interaction with students. The student assesses their ability to perform each exposure independently and is evaluated on knowledge and technical skills. This course will fulfill the skills element of the General Surgery KSA requirements for all services. Skills will follow the Clinical Practice Guideline recommendations for pre-deployment training.

**Combat Orthopedic Trauma Surgery**

The purpose of the COTS+ course is to establish combat training competencies and coordinate training to develop and sustain DOD orthopedic surgeons located in operational environments, military treatment facilities, or at Level I trauma treatment facilities. This course is intended for DOD orthopedic surgeons, trauma surgeons, surgical sub-specialties, physician assistants, trauma nurses, medical technicians, and surgical technicians. In addition to fractures, it is not uncommon for battlefield extremity injuries to also have complex soft tissue injuries, vascular injuries, and/or burns. During this intensive course, surgeons and other healthcare providers will receive practical surgical training that will prepare them to stabilize and resuscitate extremity trauma. Attendees will also learn the appropriate deployed setting soft tissue coverage techniques for these wounds. Each section begins with a short, case-based overview, followed by a hands-on exposure performed by students under the guidance of faculty. The student-to-faculty ratio is low, allowing extensive faculty guidance and interaction with students. The student assesses their ability to perform each exposure independently and is evaluated on knowledge and technical skills. This course will fulfill the skills element of the Orthopedic Surgery KSAs requirements for all services. Skills will follow CPG recommendations for pre-deployment training.

The EWSC offers up to 30 CMEs. Nurses can petition to convert CMEs to CEUs.

## Federal Coordinating Center

This 3-day course is designed to provide an orientation to Federal Coordinating Center and Patient Reception Area program management and patient reception operations. The focus of this course is patient reception operations utilizing the VA-DOD Contingency Plan and under the National Disaster Medical System.

## Hospital Incident Command System Course

**Format: Resident, Exportable**

Hospital Incident Command System is an incident command system designed for hospitals and intended for use in both emergency and non-emergency situations. It provides hospitals of all sizes with tools needed to advance their emergency preparedness and response capability—both individually and as members of the broader response community.

HICS is a 2-day course that provides attendees the tools necessary to ensure the safety of patients, personnel, the facility, and ensure business continuity, financial recovery, as well restoration of “normal” operations.

Compliance with the National Incident Management System is a condition for any health care organization receiving Federal assistance.

* Using ICS concepts and principles enables organizations to meet one component of NIMS compliance and promotes collaborative participation in a larger, national system.
* NIMS promotes a coordinated effort among all primary and secondary response agencies to better prevent, prepare for, respond to, and recover from events and incidents.
* U.S. Army Medical Command and Bureau of Medicine and Surgery have incorporated HICS into their emergency management programs comply with The Joint Commission Standards.

## Incident Command System Courses

Homeland Security Presidential Directive-5 requires all Federal Departments and Agencies to adopt National Incident Management System for domestic incident management. NIMS and the National Response Framework established an all-discipline, all-hazards approach to the management of domestic incidents.

On Nov. 29, 2005, the Deputy Secretary of Defense signed Implementation of the National Response Framework and National Response Plan, which requires the Department of Defense to fully implement the NIMS. These courses provide individual and service specific hands-on didactic training with NIMS.

The [Emergency Management InstituteISP Courses on the FEMA EMI website](https://training.fema.gov/is/crslist.aspx), located at the National Emergency Training Center in Emmetsburg, MD, offers a broad range of NIMS-related training, on-line and in-resident. With the support of EMI and the Texas Department of Public Safety, Texas Division of Emergency Management, DMRTI provides several courses needed for individuals to become NIMS compliant.

## Joint Humanitarian Operations Course

**Format:** **Resident, Exportable**

As the U.S. government lead for international disaster response, USAID Office of Foreign Disaster Assistance created the JHOC in 2004 at the request of the Department of Defense. The JHOC was established for select U.S. military leaders and planners to discuss the relationship between USAID/OFDA and its partners.

The two-day training utilizes interactive presentations, participant discussion groups and case study methodology.

Learning Objectives

* Identify areas of mutual coordination and cooperation between U.S. civilian agencies and the U.S. military, including best practices and lessons learned.
* Become familiar with the international disaster response system, including the role of the host nation, international and non-governmental organizations, and UN agencies.
* Understand their unique roles and responsibilities as they relate to U.S. civilian and military entities.

Target Audience

The JHOC audiences includes DOD civilians, officers and NCO’s in operations, logistics, communications, medical, planning and civil affairs. Additionally, HA/DR practitioners and researchers from the NGO and academic communities are welcome.

## Joint Medical Operations Course - Basic and Advanced

JMOC-Basic

This five-day CLASSROOM-ONLY course focuses on joint and combined operational and medical planning from point of injury/illness to the appropriate capability of care during military operations. JMOC familiarizes students in policy guidance and information relevant to Joint Staff publications.

JMOC-Advanced

This five-day CLASSROOM-ONLY course training consists of planning activities associated with joint military operations by combatant commanders (CCDRs) and their subordinate joint force commanders (JFCs) in response to contingencies and crises. In addition, in-depth discussion on the comprehensive system that provides uniform policy and procedures for reporting the ability of the Armed Forces to fight and to meet the demands of the National Military Strategy.

## Joint Medical Planning Tool Course

**Format: Resident, Exportable**

The Joint Medical Planning Tool Course is a five-day, CLASSROOM-ONLY course that provides hands-on training on the JMPT, as well as the Medical Planners' Toolkit. Through a series of exercises that utilizes the crawl, walk, run methodology, students will utilize the JMPT and MPTk to develop a model that demonstrates the flow of patients from the point of injury through definitive care, implementing planning and logistics strategies for operational missions.

Pre-Requisite Courses

Students must either be nominated to attend the [Joint Medical Operations Course - Basic](https://www.health.mil/Military-Health-Topics/Education-and-Training/DMRTI/Course-Information/Joint-Medical-Operations-Courses) in conjunction with JMPT or have previously attended JMOC - Basic.

Please Note: Previous attendance to a JMOC - Basic equivalent course (JMPC or JOMMC) will no longer be accepted as a course alternative to JMOC - Basic.

All COCOM and Service Component planners are exempt from the JMOC - Basic course completion requirement. This exemption does not extend to sub-components, such as numbered fleets, numbered Armies, numbered Air Forces, and numbered MEFs.

## Joint Senior Medical Leaders Course

**Format: Resident, Exportable**

JSMLC is a five-day, CLASSROOM-ONLY course designed to enhance preparation of medical leaders (senior O-5s to O-6s) who have a high probability of being named as a Joint Task Force Surgeon, JTF senior medical leader, or occupy a senior medical planning position in a joint environment. In addition, the course would be valuable for those serving in senior departments, training and preparing forces for joint operations and deployment.

## Pre-Hospital Trauma Life Support Course

**Format: Resident, Exportable**

The basic premise of the Pre-hospital Trauma Life Support course of the [National Association of Emergency Medical Technicians (NAEMT)Opens to the NAEMT website](http://www.naemt.org/) – in cooperation with the Committee on Trauma of the American College of Surgeons – is to promote critical thinking, particularly under stress, and use enrollees' technical skills to deliver excellent patient care, based on an excellent foundation of knowledge. By design, it links to [Advanced Trauma Life Support](https://www.health.mil/Military-Health-Topics/Education-and-Training/DMRTI/Course-Information/Advanced-Trauma-Life-Support) for physicians. The Committee provides the medical direction and content oversight for the PHTLS program.

Training includes a 2-day, tri-service, continuing medical education course for emergency health care professionals. The training is based on prehospital trauma care philosophy, stressing the treatment of the multi-system trauma patient as a unique entity with specific needs. Training includes lectures and patient simulated skill stations. Lectures cover:

* Patient Assessment and Special Considerations
* Airway and Ventilation Management
* Shock Management, and Trauma

The target audience is DOD medical personnel trained to the level of Emergency Medical Technician or above in one of the uniformed services. ## Public Health and Medical Services in Defense Support of Civil Authorities Course

**Format: Resident, Exportable**

The PH Med DSCA CLASSROOM-ONLY course focuses on working in support of National Preparedness to prepare, respond, and recover from an all-hazards incident. Participants gain knowledge and skills using expert presentations, table-top exercises, and professional interactions. Major speakers are representatives from various military and governmental agencies including Federal Emergency Management Agency, Federal Bureau of Investigation, U.S. Public Health Service, Department of Homeland Security, Department of Health and Human Services, and the U.S. Northern Command. ## Public Health Emergency Management Course - Basic and Advanced

**Format: Resident, Exportable**

PHEM - Basic

Initial training requirement for medical personnel assigned as Public Health Emergency Officer and Medical Emergency Manager. The Public Health Emergency Management training program will provide PHEOs and MEMs with the knowledge and skills they need to ensure that the DOD is ready to respond to public health emergencies and assist civilian and host nation authorities when called upon. This standardized, joint-offered course will ensure that PHEOs and MEMs can operate in a variety of environments, including other service's installations and facilities, an issue of increasing concern due to Joint Basing Initiatives.

Upon completion of the training, personnel should have the knowledge and/or training to enable them to perform critical tasks needed to meet real-world requirements.

The PHEM training program consists of pre-requisite training, a five-day in-resident course, and a continuing education program that includes several courses currently offered by the Defense Medical Readiness Training Institute and Service and Combatant Command continuing education opportunities.

PHEM - Advanced

PHEM Advanced is a three-day course designed to refresh skills and concepts for previously trained PHEOs and MEMs with the knowledge and skills they need to ensure that the DOD is ready to respond to public health emergencies and assist civilian and host nation authorities when called upon. ## Tactical Combat Casualty Care Course

TCCC ASM Course Manager Course

**Format: Didactic Instruction followed by Proctored Assessment**

The TCCC ASM CM course provides a standardized baseline to all services for the implementation of the Department of Defense directed TCCC ASM curriculum. This course will prepare future Course Managers in ensuring the effective delivery of TCCC guideline concepts to non-medical personnel through the appropriate preparation, management, and dissemination of information by the Course Manager's organic instructor staff. The lessons within this course will teach Course Managers to effectively critique their instructors' delivery, ensuring that the information put out is in keeping with the information intended within the TCCC Tier One scope of care. Administrative considerations will also be discussed, to include: logistics, equipment and supplies, program development and organization, and student qualification tracking and reporting.

Day 1:

DMRTI staff demonstration of TCCC ASM Course and Course Manager Course instruction, responsibilities, tracking certified instructor material, and hands-on skills.

Day 2:

Course Manager students instruct and evaluate the TCCC ASM course through the supervision of instructors, proctored by DMRTI staff.

## Trauma Nurse Core Course

**Format: Resident, Exportable**

The Provider Course is a two-day educational program in which a registered nurse (RN) attendee, who successfully passes the written and psychomotor testing requirements, receives verification as a TNCC Provider for a four-year period. TNCC is based on best emergency nursing practices with the goal of improving patient care in the emergency setting and increasing the skill and confidence of emergency nurses who care for these patients. This course provides a systematic, concise approach to the early care of trauma patients and provides the essential information and skills for providers to identify treat life-threatening and potentially life-threatening injuries associated with the care of patients. It is a standardized, interactive course recognized internationally as providing the learner with core-level trauma knowledge and psychomotor skills experience. TNCC integrates the trauma nursing process into its content.

The target population is military Nurse Corps Officers.

# Medical Education and Training Campus

The [Medical Education and Training Campus](https://www.metc.mil/) is the primary training location for Army, Navy and Air Force enlisted medical trainees. The campus also provides advanced level training. With a mission of training the world's finest enlisted medical professionals, the Campus was established in 2010 as part of a Base Realignment and Closure Commission decision to co-locate all military enlisted training at Fort Sam Houston, Texas. The campus maintains an average daily student load of 5,500 students in 48 medical training programs.

METC Degree Bridge Program

METC’s vision is to train for the mission and educate for a lifetime of service. In addition to developing curricula that train students to meet the Services’ mission requirements, the [METC Degree Bridge ProgramGo to METC Degree Page Program](https://www.metc.mil/Academics/Degree-Bridge-Program/) provides METC alumni — whether active duty, National Guard, Reserve, or veteran — with an opportunity to receive a degree or certification by earning college credit for their military service and training. This program also helps prepare service members and veterans to find employment in the career field they were trained in when they leave the service. It similarly helps Guard and Reserve service members maintain their readiness.

# Medical Modernization and Simulation Division

The Medical Modernization and Simulation Division (MMSD) is responsible for all medical education and training requests submitted to the DHA's Education and Training Directorate (J-7) for review. This responsibility is currently housed within the Defense Medical Modeling and Simulation Office (DMMSO). DMMSO is also responsible for the coordination of [Medical Modeling and Simulation](https://www.health.mil/Military-Health-Topics/Education-and-Training/MMSD/Defense-Medical-Modeling-and-Simulation-Office) across the DOD. The Virtual Education Center is a MHS-approved source of health and wellness information that allows patients to access to more than 50,000 education materials covering over 60 medical topics to research their symptoms and prepare for their appointments. Health care providers can send case-specific medical information directly to patients by email. Patients can research medical conditions, ways to stay healthy, and develop their own personal dashboard from any device (mobile, laptop, desktop, tablet, etc.) with an internet connection.

After logging in, patients have access to training materials, including How-to-Videos, informational slides and step-by-step instructions. [Brooke Army Medical Centergoes to BAMC page](https://bamc.tricare.mil/) in San Antonio, Texas, was the first MHS facility providing access to the VEC to patients. The VEC will be available at all MHS hospitals and clinics by 2025. The Defense Health Agency (DHA), J-7 Education and Training Directorate, JMESI, provides military health care leaders with executive management skill programs, products, and services. This enhances our performance by providing the most up-to-date curriculum increasing leaders’ ability to make the right decisions and plan the best way ahead.

Training Opportunities

JMESI is the proponent of military medical executive skills core competencies. We support leadership development and organizational effectiveness by providing high-quality educational training programs, products, and services to include assessment of new training requests and educational solutions for non-medical care managers supporting wounded, ill, and injured service members and their families.

[Healthcare Management Course](javascript:void(0))

This course is a Tri-Service event designed for first time clinical supervisors. The course provides them with the administrative tools to successfully manage their clinical areas. Topics discussed include:

* Civilian Personnel
* Contracting
* Budgeting
* Quality Management
* Tools available through the TRICARE Operations Center
* Efficient Scheduling and Utilization Management
* And more

One of the additional benefits to the attendees is our panel discussions. This allows the clinicians to ask direct questions and receive first-hand answers regarding management tools and practices that are or have the potential to impact the military health care management arena. This course is held three times per year. Selection for courses is made by each service. We recommend that you contact your Corps and/or Career Branch Manager for additional information.

[Intermediate Executive Skills Course](javascript:void(0))

The Joint Medical Executive Skills Institute Intermediate Executive Skills Course provides education and training on leadership and management skills. These skills are necessary to successfully serve in an intermediate-level leadership position within a DHA medical treatment facility. The course is designed to facilitate attainment of selected Joint Medical Executive Skills core competencies as identified by a Tri-Service review board of MHS senior leaders. The course consists of 12 web-based training modules available through the [DHA Learning Management System](https://jko.jten.mil/mhs) followed by a 4-day live, web-based video conference course hosted on MS Teams.

**Course Goal(s):**

The course goal/mission is to facilitate achievement of joint medical executive skills competencies expected of intermediate-level leaders within a DHA Market or MTF. Graduates will demonstrate:

* Understanding of the DHA mission and strategic plan.
* Skills consistent with professional expectations required to serve in an intermediate-level leadership position within a DHA Market or MTF.
* Ability to communicate effectively, lead change initiatives, and manage resources.

Target Audience:

Officer, enlisted, and civilian MHS personnel serving in a leadership position within a DHA MTF.

[Capstone Course for MHS Leaders](javascript:void(0))

The LEADS Capstone Course is a pinnacle educational event for senior leaders in the MHS. Speakers include, but are not limited to:

* Service Surgeons General
* Senior leaders and staff from the Office of the Assistant Secretary of Defense for Health Affairs
* Director, Defense Health Agency
* U.S. Surgeon General

Each Surgeon General nominates senior grade officers, primarily in the grade of senior O6 and O7, to attend this course. Priority is given to new lead agents, commanders of larger facilities, command surgeons, and other key staff. Participation is limited to only those invitees.

They present the most current information on hot topic health issues, HRO, TRICARE, military transformation, policy, and legislation, just to mention a few. The course is held three times a year in the National Capital Region.

The LEADS Capstone Course for MHS Leaders is a nominative course. We recommend that you contact your Corps/Career Branch manager for service specific nomination process for attendance.

Capstone Course Objectives

The Capstone objectives include the words and phrases:

* Networking
* Sharing
* Unique ways of dealing with human relations
* Patient safety
* Homeland Security
* Understanding policymaking
* Policies shaping the delivery of DOD health care, indicating importance and applicability to the MTF commander.

With the smaller class size, direct interaction with policy makers and military health care leaders, and its joint audience the Capstone Course has come to provide firsthand, real world, applicable knowledge/information for the attendees to incorporate into their day-to-day and future work in the MHS.

Upon completion of the course the participants will:

* Have an enhanced understanding of MHS policymaking including how policies are disseminated and the legal basis for those policies.
* Gain a deeper sense of TRICARE issues and policies that shape the delivery of DOD health care.
* Become familiarized with information systems to support executive decision-making, as well as tools for evaluating quality assurance, customer satisfaction, and metrics.
* Have the opportunity to discuss issues of retention and recruitment from the military and national perspectives as well as financial and business matters as they relate to the MHS.
* Share networking opportunities to include, but not limited to the Surgeons General, members of other services serving in similar capacities, OSD leaders including Deputy Secretaries, the VA, civilian health program managers, and academia.
* Become familiar with unique ways of dealing with human relations and gain a better appreciation for the way they are perceived by others.
* Exchange ideas on current issues such as risk management, patient safety, Homeland Security, bioterrorism, war fighters (the line) and Reserve Forces.
* Gain an enhanced appreciation for transformation and fiscal issues within the DOD.
